Draws a blueprint for the development of renewable energy during the 13th Five-Year Plan

The "Plan" closely focuses on the target requirement of non-fossil energy to account for 15% of energy consumption in 2020, and draws the "Thirteenth Five-Year Plan" from six aspects including development goals, main tasks, resource allocation, development methods, industrial systems, and safeguard measures. The blueprint for the development of renewable energy during the Five-Year Plan period provides an important guide for the development of renewable energy in my country during the 13th Five-Year Plan period.

In terms of development goals, the "Plan" puts forward targets such as total renewable energy indicators, power generation indicators, heating and fuel utilization indicators, economic indicators, grid-connected operation and consumption indicators, and assessment and constraint indicators.

By 2020, 730 million tons of standard coal will be used annually for all renewable energy, of which 580 million tons of standard coal will be used for commercial renewable energy;

The total installed capacity of renewable energy power generation is 680 million kilowatts, and the power generation is 1.9 trillion kWh, accounting for 27% of the total power generation;

A total of 150 million tons of standard coal for fossil fuels will be replaced by various types of renewable energy heating and civil fuels;

The electricity price of wind power projects can compete with local coal-fired power generation on the same platform, and the electricity price of photovoltaic projects can be equivalent to the price of electricity sold by the grid;

Basically solve the problem of hydropower abandonment, and the annual utilization hours of wind power and solar power in power-limited areas fully meet the requirements of full guaranteed purchase;

Establish an index management system for the proportion of renewable energy consumption in various provinces (autonomous regions and municipalities).

In terms of main tasks

The "Plan" proposes to actively and steadily develop hydropower, comprehensively coordinate the development of wind power, promote the diversified utilization of solar energy, accelerate the development of biomass energy, accelerate the development and utilization of geothermal energy, promote the demonstration and application of ocean energy power generation technology, promote the demonstration application of energy storage technology, and strengthen the International cooperation in the renewable energy industry.

In terms of resource allocation

The "Plan" proposes to advance the construction of large-scale renewable energy bases in an orderly manner, strengthen the coordinated development of renewable energy in the Beijing-Tianjin-Hebei region and the surrounding areas, carry out demonstrations of complementary bases for water, wind and wind, and demonstrate the planning of a comprehensive new energy base for wind, wind and heat.

In terms of development methods

The "Plan" proposes to build three types of innovative demonstration projects: renewable energy heating demonstration projects, regional energy transformation demonstration projects, and new energy microgrid application demonstration projects.

In terms of industrial system

The "Plan" proposes to strengthen the exploration of renewable energy resources, accelerate the promotion of renewable energy technology innovation, establish a renewable energy quality supervision and management system, improve the technical level of renewable energy operation and management, improve the renewable energy standard testing and certification system, and improve Renewable energy information management level.

In terms of safeguards

The "Plan" proposes to establish a goal-oriented management system for the development and utilization of renewable energy, implement a full guaranteed purchase system for renewable energy power generation, establish a renewable energy green certificate trading mechanism, and strengthen renewable energy supervision.

Focus on solving the problems faced by the development of renewable energy

Renewable energy development is faced with the problems of restricted grid operation such as wind curtailment and solar curtailment, and insufficient funding subsidies. The "Plan" is oriented to solve the main problems facing the development of renewable energy. It discusses in detail the development mode and development layout of renewable energy during the "13th Five-Year Plan" period, and actively promotes parity on the Internet. The development of renewable energy provides an important guarantee.

In terms of development methods, it is necessary to vigorously develop distributed applications that focus on "consumption nearby", such as accelerating the development of decentralized wind energy resources in the central and eastern and southern regions, comprehensively promoting the use of distributed photovoltaics, and accelerating the development of renewable energy heating.

In terms of development layout, it is necessary to optimize the allocation of resources.

Make full use of planned, under-construction and already-built power transmission channels to maximize the proportion of renewable energy power in the transmission power.

Combining the prevention and control of air pollution, promote the coordinated development of renewable energy in the surrounding areas of Beijing-Tianjin-Hebei, and promote the cross-provincial consumption of renewable energy.

Give full play to the regulation capabilities of renewable energy sources such as Southwest Hydropower and Northwest CSP, and promote multi-energy complementation and joint delivery of renewable energy such as hydropower, wind power, photovoltaics, and CSP.

In terms of promoting grid parity, the "Plan" puts forward the goal of "By 2020, wind power project electricity prices can compete with local coal-fired power generation on the same platform, and photovoltaic project electricity prices can be equivalent to grid sales electricity prices." , To speed up the pace of cost reduction, and make the industry get rid of dependence on policy subsidies as soon as possible. It is estimated that by 2020, the annual utilization hours of wind power and solar power in curtailed areas can meet the requirements of full guaranteed acquisition, and the goal of parity for wind power and photovoltaic power grids can be achieved.

Highlight the system and application innovation of renewable energy development

At present, renewable energy has become an important part of new power sources. In the process of integrating into the energy system, it is necessary to solve all the constraints of the system and mechanism faced by renewable energy, and tap the potential of renewable energy in practical applications. To this end, the "Plan" highlights important institutional innovations and integrated application innovation demonstrations for renewable energy development during the "13th Five-Year Plan" period.

At the institutional level

To establish a goal-oriented management system for renewable energy development and utilization, it is mainly to clarify the responsibilities of governments at all levels and major energy companies in the development of clean energy, and establish an energy development indicator assessment system oriented to renewable energy utilization indicators.

In accordance with the requirements of the Renewable Energy Law, implement the full guaranteed purchase system of renewable energy power generation, and encourage renewable energy to participate in market competition on the basis of completing the minimum guaranteed purchase hours.

Establish a renewable energy green certificate trading mechanism to compensate the environmental and social benefits of new energy power generation through market-based methods, and reduce the need for renewable energy to subsidize funds from the central government.
